HIGHER EDUCATION SECTOR (SUBCLASS 573) CHECKLIST - Assessment Level 2

Requirements - Primary Applicant                                                                                                      Client Use
A fully completed and signed form 157A.  
Four passport sized photographs (4cm x 6cm).  Photographs must not be more than 6 months old.  
Totally completed details of relatives form, see: http://www.vietnam.embassy.gov.au/hnoi/files/relativesform.pdf  
Original signed passport (must be valid for at least the next 6 months).  
Confirmation that Medicals have been completed at a panel doctor.  
Valid eCOE/s for the proposed course/s of study (gap of no more than 2 months or 3 months over December period and NO overlapping between courses).  
Evidence of valid Overseas Student Health Cover (OSHC) - must be valid for at least the first 12 months of study (See list for OSHC providers) or confirmation if OSHC is paid if not stated on eCOEs.  
Original High School records and certificates or anyother educational qualifications achieved.  
Original transcript evidence of any educational courses currently enrolled in.  
Original Curriculum Vitae (CV), including all details - education background and employment history, certified by the local authorities (must not be more than 6 months old).  
Certified copy of all pages of current Household Registration Book (HHR).  
Certified copy of Birth Certificate (BC).  
If married, certified copy of Marriage Certificate (MC).  
If currently employed, evidence of that employment.  
Financial Documentation  
Evidence of any scholarship(s) awarded to the applicant for this study.  
Original signed financial undertaking from the individual(s) providing the funds outlining the relationship between the applicant and the fund provider.  

Evidence of funds for the first 12 months, from the individual(s) providing the funds, in the form of original bankbook, bank deposit, home loan or credit line agreement together with relevant supporting documents. 

  • If funds are being provided through a bank loan, evidence that that loan has been disbursed MUST be submitted at time of lodgement - see "evidence of disbursement" for details;
  • If funds provided by bankbook, evidence of income stream MUST be submitted;
  • If funds are from Australia, a certified or original copy of bank statement (not more than 3 months old) is to be submitted and latest year's ATO NoA to show evidence of income stream.  (Please note, fund calculation will include any dependent family member not accompanying).
 
If the primary applicant is under 18  
Original travel consent letter signed by both parents with signatures verified by the local authorities.  
If welfare arrangements are provided by the education provider/s, Confirmation of Appopriate Accommodation and Welfare (CAAW) letter/s must be sumitted.  
if the applicant intends to stay with a relative in Australia, completed form 157N; evidence of the relationship between the applicant and the guardian in the form of certified copies of Birth Certificates; AND police clearance certificates from the Australian Federal Police (AFP); evidence of an Australian Citizenship of permanent residence.  

 Are there dependent applicants attached to this application?

Certified copy of family member's BC.                                                                                                                           
CV and HHR of dependent spouse.  
Confirmation that the family member has attended a medical appointment with a panel doctor.  
If the dependent is the primary applicant's child and the other parent is not applying to travel, consent from this parent for the child to travel to Australia with signature witnessed by the local authorities.  
Evidence of valid Family Overseas Health Cover (OSHC) - must be valid for at least the first 12 months of study.  See list for OSHC providers.  
Evidence of sufficient funds to support accompanying family member's stay in Australia.  
If dependent child is of school age, evidence of enrolment in shool.  

What documents are required for evidence of loan/credit line disbursement?

  1. Notarised property mortgage contract;
  2. Notarised copy of house ownership/land use right certificate acknowledges the mortgage registration of the property as secured asset to obtain the above credit line agreement;
  3. Property evaluation minutes;
  4. Receipt of handling the ownership of mortgaged property;
  5. Evidence of secured transaction registration;
  6. Debit note;
  7. Disbursement voucher;
  8. Money transfer telex.

Welfare arrangements for students under the age of 18

In order for applicants under the age of 18 to be granted a student visa they must demonstrate that they have adequate welfare arrangements in place for the length of the student visa or until they turn 18.

Public Interest Criteria (PIC) 4012A requires that the student reside with one of the following:

Education providers who approve welfare for students under the age of 18 are required to nominate the specific dates for which they are willing to do so on the Confirmation of Appropriate Accommodation and Welfare (CAAW) letter.

Students under the age of 18 who are undertaking a package of courses with different providers will need to obtain separate CAAW letters from each provider.

In some circumstances we envisage that students will need to liaise closely with their providers to encourage them to bridge any gaps between courses where welfare is not provided.  Unless continuous welfare arrangements are in place (i.e. Provider X's arrangements cease on 15/06/08 and Provider Y's begin on 16/06/08) DIAC will only grant the visa end date based on the date that the first welfare arrangements cease.
